Computer Futures are presently looking for a Strategic Programme Manager to join a key client of ours in Portsmouth.

Getting the right individual is integral to the overall success of the business and its long-term growth plans. You will have Line Management responsibility of Senior and Principal Project Managers allocated to the Programme (up to 3). Along with leadership and direction of teams of up to 50, consisting of technical, non-technical, contract and fixed term staff from other areas of the business.

They are looking for someone with proven experience in effective leadership of strategic, business change and IT system implementation programmes. Covering full programme lifecycle, from initiation to handover to business as usual.

The Strategic Programme Manager will lead the most complex business critical programmes, working with stakeholders from across the business and IT to produce accurate and achievable plans to ensure the programme is delivered, and meets the required success criteria.

The Strategic Programme Manager will be responsible for coaching Project Managers within the wider team. Often working remotely to the rest of the Programme Office, having significant governance relationships with Professional Service Directors and Executive Board members.

These programmes will be delivering significant business benefits to ensure the overall Strategy (2020-2030), through multi-million investments is delivered.

Responsibilities:

To define and manage the most strategic, high-risk, business change and IT system implementation programmes, producing the appropriate level of documentation, effectively managing issues and risks to ensuring that programme meets the agreed budget, time and quality constraints

To lead and be accountable for the overall programme budget, likely to be in excess of several million, reporting variation, and proposing mitigation if the programme is predicting overrun.

To lead and direct the management of multiple significant workstreams within a large, high-risk strategic programme while retaining overall control and responsibility.

Leading the design and development of a sound programme structure and governance, including the identification of executive programme board members, to ensure that the programme benefits and outcomes can be met.

To lead the procurement of products and services required to deliver the project, most likely OJEU level procurements in a competitive market.

To lead and oversee the organisational change being introduced by the programme, influencing the expectations of stakeholders at all levels, and across the organisation through the change management frameworks

Knowledge & Experience:

An excellent understanding of programme management processes and tools and the importance of quality in a programme context.

Experience of Managing a significant programme in a complex IT Change Portfolio setting.

An excellent understanding of programme management, and programme governance at a strategic level.

Experience of successfully planning and delivering large, complex IT related programmes, proactively managing issues and risks.

Experience of recruiting and building a significant programme organisation to meet all technical and business needs.

Experience of establishing and leading a programme team incorporating staff from various departments and with diverse skills and experience.

Experience of in-flight issue resolution involving significant and complex analysis of options.

An excellent understanding of software engineering life cycles for development and the concepts and practices required to implement effective information systems and applications

Experience of managing and tracking multi-year, multi-million programmes, including reporting on variance and forecast spend.
